We don't see it but he's received another letter from Katsu Kaishuu and agrees to meet up with him at a Satsuma residence.
There, he eventually agrees with Katsu that Edo should not be burned down. He is accompanied by a fairly well known Satsuma retainer, Nakamura Hanjirou (who is nothing more than a cameo here).
But Nakaiya intervenes and under the influence of the Head, he starts cursing Katsu and trying to attack him, while Katsu does the same.

Saigou continues trying to attack Katsu, but the influence of the Head is removed when Soutetsu takes control of it.
In the end Saigou and Katsu patch up and as they talk at a temple we find out that they are after all going to halt the invasion of Edo. So Saigou's forces do not attack Edo anymore.

But just as in history Saigou is back at it again, this time planning the Battle of Ueno at Kan'ei Temple, with Oomura Masujirou.
