H.S. Parkes was the real British consul in Japan during the Bakumatsu. You may like to read up about him in real life. Most elements seem to have been carried over into the anime version.

Sir Parkes came to Japan in 1865 and took on the position of British ambassador and consul, settling in Yokohama. In the interests of his own nation, he supports the Imperial forces represented by the Satsuma-Choshu alliance, but also balances that out by dealing with Katsu Kaishuu from the Tokugawa side. Such a daring diplomatic tactics are noticed not only by the new government, but by Katsu as well, who still treats him with caution.
He appears to be one of Kotoha's customers, and also enjoys the Yuyama troupe's performances very much.
